State Wise Airport Quarentine Regulation of India and exemptions for Senior Citizen, Pregnant Women, Children

 World is crying and sad because of Ghost  Corona Virus which is continuously taking place in the life of human being. In year 2020 we have seen many changes. World is suffering in pandemic Life has changed now. Rules and Regulation of Government is also changing with COVID 19 now every States has own guidelines for Airport Quarantine Regulation.





Here is also some exemptions for Senior Citizens, Pregnant Women, Children and Divyang. 








Delhi


Lets discuss about Delhi Airport Quarantine Rule. All passenger have mandatory to follow government rules and regulation.


1- In Delhi Institutional Quarantine is of seven days for International passengers. Government facility at no charge, alternatively paid quarantine at designated hotels.


2- All Passengers are mandatory download Arogya Setu App.


3- Thermal Screening is mandatory for all Passengers.


4- Home Quarantine is of seven days for International Passengers (post institutional quarantine of 7 days.


5- Asymptomatic Passengers will be permitted to go with an advice for self monitoring.


6- Every Passengers should wear Mask.


Haryana


1- In Haryana Airport there is no Institutional Quarantine.


2- Home Quarantine for International Passengers is mandatory and its period is 14 days.


3- Asymptomatic Passengers will be permitted to leave the Airport.


4- All Passengers need to fill self declaration form.


5- Arogya Setu app is mandatory.


6- Thermal Screening is mandatory for all passengers on arrival.


7- Airline Obligation is to provide a passenger manifest to State 
Health Authority on the following Email Address.

Himchal Pradesh


1- In Himachal Pradesh Airport Institutional Quarantine is mandatory for 14 days if coming in Red zone.


2- In Himachal Pradesh Home quarantine is of 14 days if Passenger carrying Covid 19 negative test report from Lab authority from ICMR within 02 days of departure.


3- Arogya Setu app is mandatory.


4- Thermal Screening of all the Passengers on Airport is Mandatory.


5- One unique rule in Himachal Airport is that entry and exit in State Border will be allowed only from 6 A.M. to 8 P. M.


Jammu and Kashmir


Jammu and Kashmir is the very sophisticated State of India so there rules and regulations are also little different lets keep your eye on Airport Quarantine regulation of Jammu and Kashmir. 


1- In Jammu and Kashmir Institutional Quarantine is of 14 days.


2- If we talk about Home Quarantine  there is one twist for Defense personal there is no Quarantine and for State Domicile Swab Test and Home Quarantine is mandatory. If result is negative.


3- In Jammu Kashmir region COVID Testing is mandatory upon arrival (expect defense personal).


4- Passenger Obligation is to fill up ICMR  Health form on arrival and Airline Obligation is to inform Passenger that there is mandatory  test on arrival and Institutional Quarantine if found Negative.


5- State Obligation is that passenger will be tested at Airport and they will be kept in a Institutional Quarantine until result is negative for test ( 4 days of test result).


6- Arogya Setu App is Mandatory and without mask no entry of passengers in the Airport.


Madhya Pradesh


1- In Madhya Pradesh if any Symptomatic Passenger is found on arrival and tested positive they must Kept in a Institutional Quarantine.


2- Home Quarantine period is Seven days. If Passenger has been tested till post negative result Passenger will be kept in Home Quarantine.


3- Arogya Setu app is Mandatory.


4- Passenger need to follow all the Instruction given by Airport Authority.


5- Thermal Screening and Health profiling is necessary on Arrival. If Symptomatic COVID 19 test to be performed and passenger will be kept in Institutional Quarantine till Result.

Punjab

1- In Punjab Institutional Quarantine is of 7  days (for International Passengers).

 2- Home Quarantine in case of Asymptomatic Passenger is 14 days.

3- COVID testing is random you can say 20 percent or if they found symptoms of Corona in any passenger.


4-It is mandatory for passengers to register in Punjab Cova App.


5- Registration to be checked for each passengers.


6- COVA APP and mask are mandatory.


Chandigarh


1- In Chandigarh there is no Institutional Quarantine.


2- Home Quarantine period is 14 days in Chandigarh.


3-COVID 19 testing is random on Chandigarh Airport and only for the Citizen of Punjab.


4- All arriving Customer will have to fill the Health declaration foam.


5- Airline Obligation is to inform Customer about COVID 19 arrival process before a boarding process. Airline should have to ensure that all other arriving passengers ( not belong to Punjab) Name, Address and Mobile Number to provide to the State.
6- Airport Station Manager should have to provide arriving Passenger list to Nodal Officer in advance.


7- All resident of Punjab should undergo COVID19 testing (free of Cost).


Uttar Pradesh


Lets look the Airport  Quarantine Regulation of Uttar Pradesh. Uttar Pradesh is a big and Historical State of India.

1- In Uttar Pradesh there is 7 days of Institutional Quarantine for International passengers only.


2- Home Quarantine period of Uttar Pradesh is 14 Days.

3-Passengers will need to register them self  in State Website before they exit arrival hall.

4- Those Passengers  coming for short duration (<> days) and Travelling  to some other destination will have to summit their Travelling details.


5- Arogya Setu app is mandatory.


Passenger will be allowed by Airport authority to exit only after successful registration and display of message.


Uttarakhand


1- In Uttarakhand Institutional Quarantine is 7 days (for passenger arriving from high load COVID 19 Infected  cities (31 Districts) If passengers choose government facilities It has no charge, If Passengers choose  the option  of alternatively paid Quarantine at designated Hotels.


2- Home Quarantine is 14 period for Asymptomatic Passengers.


3- COVID Test is randomly perform by the Airport Authorities.


4- All passengers are travelling to Uttarakhand need to register on State Website.

 Andaman and Nicobar


1- In Andaman and Nicobar Institutional Options to be opted by passengers. Quarantine period of Institutional Quarantine is not defined in Circular. If passenger opt Government Facility so there is no charge. If passenger opt the option of any other option then in case they have to alternatively pay for it.


2- COVID 19 testing is random.


3- Home Quarantine in Andaman and Nicobar is 14 days.


Assam


Lest see the Airport Quarantine Regulation of Assam.


1- In Assam theory is little different. Institutional Quarantine is of 7 days but there is certain exemptions.


 Exemption to those Citizens from Quarantine.


  • Pregnant Women,
  • Elderly Person above 75 years,
  • Person due to attend funeral of immediate relation,
  • children below 10 years,
  • Divyang,
  • Immediate relative of Hospitalized patients,
  • People pre-existing health conditions.



2- Home Quarantine in Assam is 7 days (post completion of Institutional Quarantine).


3- COVID Testing are being done by Institutional Quarantine Centers.


4- Passengers have mandatory to fill the Health Declaration form at the arrival.


5- It is the duty of the Airport Authority to distribute Health Declaration form at the Arrival.


6- Forms to be distributed at Boarding Gate of origin Station if made available by the State Government.


7- Thermal Screening is mandatory for all arriving Passengers.



Bihar


1- In Bihar there is no Institutional Quarantine and no Home Quarantine.


2- Thermal Screening is mandatory for all arriving passengers.


Chattisgarh


1- In Chattisgarh there is no Institutional Quarantine and Home Quarantine period is 14 days.


2-Passengers have to do registration for E- pass before their journey on the below link.

Jharkhand

1- In Jharkhand only Home Quarantine is applicable, the period of Home Quarantine is 14 days.



Manipur


1-In Manipur Institutional Quarantine period for symptomatic Passengers is 14 days.


2- Passengers have to Install &  register themselves in a QuarMon App https://quarmonmanipur.nic.in. The QuaMon App currently only available for android users. Soon app will be available for IOS


3- Instruction in the app must be followed by all arriving Passengers.


Nagaland 


Have a look of the Airport Quarantine Regulation of the Nagaland.
1- In Nagaland Institutional Quarantine period is 14 days.

2- Home Quarantine have divided in to two parts.

  • 14 days ( post Institutional Quarantine of 14 days)
  • 28 days with active Surveillance for 

1- Person above the age of 60 years,


2- Children and Parents of Children 10 years and below & Pregnant Women & accompanying spouse.


3- If in case Passenger is find symptomatic then necessary documentation & mobile app download shall be done during Institutional Quarantine.


Odhisa

1- In Odhisha Passengers have to complete Home Quarantine Period of 14 days, only one exception is that if exiting Odhisha within 72 hours.


Tripura


 Tripura is the region having tough rules of Airport Quarantine lets have a look.


1-  In Tripura if any passenger is having Travel History in last 28 days to be kept in Institutional quarantine till the result are declared.


2- Home Quarantine Period is 14 days Passenger have to complete Home Quarantine period if in case Asymptomatic.


3-  COVID Test is random and random sample collection of every 5th Passenger.


4- Thermal Screening is mandatory for all passenger on arrival.


5- Airport Authority and State have to collect details of Passengers coming to Tripura for stay more than 72 hour & advise for Home Quarantine & self monitor Health.


6- Passenger coming to Tripura for less than 72 hours will permitted to go on the condition that they shall self monitor the health.


Meghalaya 


1- In Meghalaya Institutional Quarantine is of 48 hour.


2- Passenger should have to register themselves on the State Portal.
  • Passenger to confirm itinerary post registration on below numbers between 10 am to 08 pm

Mizoram


1- In Mezoram Institutional Quarantine is of 14 days to be  opted by Passenger).
2- Home Quarantine Period is 21 days ( to be opted by passenger).


3- All Passengers who are opting for Home Quarantine should have necessary to undergo for COVID 19 testing on arrival.


4- Before departure all Passengers have mandatory to certify Health Status himself in Arogya Setu App.


5- Passenger need to register themselves on the State Website Links for Quarantine options. Passengers can choose either
  • 14 days Institutional Quarantine and 
  • 21 days Home Quarantine.


West Bengal Bagdogra


1- In West Bengal Bagdogra If Airport Authority found any symptomatic Passenger then 14 days of Institutional Quarantine is Mandatory.



West Bengal Kolkatta


1-In West Bengal no Institutional Quarantine only Home Quarantine is applicable for 14 days and Asymptomatic Passenger are permitted to go with an advise for self monitoring.


2- Thermal Screening is mandatory on arrival.


3- All Passengers must have to submit self declaration form at the time of arrival of State Health Officials.


4- All the Passengers must have to submit  and fill up the declaration form using Sandhane App developed by H&FW Department West Bengal.

Rajesthan


1- Home Quarantine period in Rajesthan is 14 days.


2- Self Health declaration and Thermal Screening is mandatory for each and every Passanger.


3- Symptomatic Passenger will be Isolated and and taken to the nearest Health facility.

4- All airlines must submit passenger's details with mobile numbers in advance:

Goa


1- In Goa Institutional Quarantine is based  on post COVID test till result is out.


2- Home Quarantine is of 14 days ( to be opted by passenger).


3- If Passengers do not have any COVID testing certificate so COVID test is mandatory.


4- Passengers need to choose one of the following option.
  • Produce a COVID 19 testing negative Certificate issued with in 48 hours by ICMR recognized labs.
  • Declaration form to be filled before or on arrival in to Goa.
  • Mandatory - If point 1 is not valid then all passengers must get the test done at airport by paying 2000 and be in paid Institutional Quarantine till result is out OR passenger can opt for 14 days home Quarantine with Stamp.


Gujrat


1- In Gujrat Home Quarantine period is 14 days.


2- Passenger need to register before landing in Surat. For Android users there is a app as well as a link.

a Setu app and furnish self declaration on arrival. Passenger visiting BOM for short duration(<=7 days) need to share the detail of onward journey.


3- Thermal screening at arrival of Passengers. Stamping of passengers on left hand.


Maharashtra (Pune)


1- Home Quarantine period is 14 days.


2- All Passengers have mandatory to download Arogya Setu app and furnish deceleration.


3- All Passengers have to submit self declaration form on arrival.


4- it is the duty of Airport Authority to Submit detail for all arrival passengers in given format need to be forward to collector officer, below the below mention id:

1- There is no Institutional quarantine in Maharashtra, Nagpur. Home quarantine period is 14 days  exemption (passenger With less than 3 days of stay).


2- All Passengers require to download Arogya Setu app and furnish self declaration on arrival.


3- Passenger visiting BOM for short duration (<= 7 days) need to share the details of onward journey.


4- Thermal check is mandatory at arrivals. Stamping have done by Airport authority on left hand of passengers.


Maharashtra (Mumbai)


1-Institutional Quarantine in Mumbai is of seven days for arrival International passenger followed by day home Quarantine.


2-  Home Quarantine is of 14 days and if returning with in 7 days than no Quarantine.


3- All passengers must have to download Arogya Setu app and furnish self declaration on arrival. Passengers visiting BOM for short duration (<= 7 days) need to share the details of onward journey.


4- Thermal Screening is mandatory at the time of arrival and when Airport authority will find all details  provided by passengers are correct and passenger is asymptomatic then stamping have been done by Airport authority on left hand of passengers.


Andhra Pradesh


1- In Andhra Pradesh Institutional Quarantine is 7 days and COVID Testing is also mandatory. (for Passengers coming from MAA, BOM, DEL, Gujrat, Rajesthan & Madhya Pradesh).


2- Home Quarantine period is 14 days ( passengers arriving from remaining location).


3- Passenger are taken to designated test center for Swab Test.
 no test at Airport.


4- All arriving passengers should be enroll on Website. spandana.ap.gov.in before buying the ticket.


5- Airlines authority must permit booking only when clearance from Spandana is available. Airline must not allow to board any passenger without the clearance.


Karnataka


1- In Karnataka Institutional Quarantine is 7 days ( to be followed by 14 days Home Quarantine).
There are certain conditions are as follows:
  • Passengers coming from Maharashtra should be kept in Institutional Quarantine followed by 14 days Home Quarantine.
  • Business Travelers from Maharashtra having a confirmed return ticket with in 7 days from arrival are exempted from 7 days of Institutional Quarantine provided they have  COVID negative certificate issued not more than 2 days  before the date of arrival. If not passengers will be kept in 2 days of Institutional Quarantine where they will be tested (charge to be paid by the passengers). Upon negative result the passengers will be allowed to proceed.
2- In Karnataka Home Quarantine is 14 days.

  • Passengers coming from remaining States as above given
  • Below Category of Passengers are exempted if COVID 19 test found negative.
  • Pregnant Woman
  • Children's 10 years and below
  • Senior Citizens 60 years and above
  • Terminally Ill Patient ( cancer/ chronic kidney disease/ stroke)
  • Death in Family

3- Passenger need to have Seva Sindhu Portal pass.
  • Passenger cannot travel without the pass.
  • Passengers should fill self- declaration from provided by govt of Karnataka at departing / origin station.
4- Airport obligation is that to do all mandatory verification at origin that passenger has E- pass & registered in  Seva Sindhu Portal.


Kerala


1-Kerala is a region where there is no Institutional Quarantine and Home Quarantine period is 14 days (Business Travelers with stay less than a week are exempted).

2- After obtaining the flight ticket, passengers shall register detail in.

3- Below are the following Instructions.


COVID 19
jagratha portal- Public Service- Domestic Returnees Pass new registration- enter details-submit) one has to select the Airport of arrival.


4- Arrival Passengers need to carry
e- pass after registering their details. In State's Covid Jagratha Portal.
  • CCJ- no counters, e-pass mandate from origin.
  • TRV - if passenger don't have an e-pass - Institutional Quarantine till you get the pass. Passenger will not be sent back.
  • COK- needs to fill form at origin. In case of a miss , Passenger can fill an manual form on arrival. However the health officer will not entertain large numbers.
5- On arrival, passenger to show their e-pass to health department at airport and undergo Home Quarantine for 14 days.


Passengers should fill self declaration form provided by government of Kerala at departing / origin station.


6- Passenger must have the entry pass for Kerala plus any other State or UT to which the travelers is finally deciding to go after alighting from flights.


Tamil Nadu


1- In Tamil Nadu Institutional Quarantine is 14 days (only if Home  Quarantine facility is not available for passengers).


2- Home Quarantine period is 14 days.


3- COVID 19 Testing is mandatory for all passengers coming from the state of Maharashtra, Gujarat & Delhi will be tested  for COVID upon arrival.

4- All passengers travelling to Tamil Nadu need register on State Website and apply for TN e- pass.

6- Once a customer lands, in case he/ she does not have pass, they have counters at the arrival to support customer at MAA, IXM.
